I found out why panning is unsuccessful for me (and why I have trouble with anything slow shutter)! I don't have a polarizing filter! I compared with someone elses camera and though she could pan, I could not even though my settings were exactly the same. I got an idea that perhaps it's because she has a polarizing filter on her lens whereas mine is completely naked. Anyway, it answered my question. (We tested my theory with my old school sunglasses and it seemed to do the trick). So, now all I have to do is get a polarizing filter and then start panning~! Yay.
